What Can Be Done If A Mother Knowingly Plans To Bring Her Children Into The Home Of A Violent Abuser?

Location: Texas

A friend of mine, who currently lives in the UK, is planning to visit a man in Texas at the end of August once he gets released from prison and eventually move there with her two children. The man she’s going to live with has a violent history of domestic violence including strangling his ex, stalking her, harassing her, threatening to kill her and repeatedly violating protection orders. The wife got a 20 year restraining order on him and it protects the children that were in the home.

My friend has seen the court records and documentation she is well aware of what he’s done and she still plans to move forward with the relationship. She’s even talking about having a baby with him once she gets there, and then bringing her two children from the UK to live with him in his home.

I’m genuinely concerned for the safety of her kids because it seems that the last time children were under his care, it lead go them being protected by long term restraining orders.

So here’s my question: If a parent knowingly brings children into a home with someone who has a violent criminal history and active protective orders involving children, can CPS intervene? What are the laws in TX surrounding this?

Based on the fact that I know of her intentions, do I have the duty or obligation to report this?

Is there anything that the American authorities can do if the mom is from another country but the plan is to move the children into a dangerous situation in the US?
