My Neighbor Is Intentionally Poisoning Me. Location: (ca/usa)

This is such a bizarre situation. Some context. I have lived in the same apartment for 5 years. One year ago a new neighbor moved into the unit above mine. They are a chain smoker and due to the shared ventilation in the building, my apartment also gets filled with cigarette smoke. This has been a problem as I have asthma, and developed sleep apnea from the secondhand smoke. When I asked that this neighbor smoke outside and explained my asthma attacks, their response was to chain smoke directly into the ventilation that leads into my apartment. They have sprayed everything oven cleaner to stink bombs(I think?) into the ventilation. I had to tape all of my vents closed. They do things like this whenever they hear me walking around at home. That is the context.

This isn't about the smoke. For the past several months, I started having "sleep attacks" sitting at my computer desk, but only at that desk. I'd suddenly black out in the middle of typing. One time I passed out and hit my head on the edge of my desk. I'd start feeling extremely dizzy and lightheaded, but only at that one location in the apartment. Why I believe the neighbor is involved: I've kept a log for months. These "attacks" only happen after they hear me typing at my desk, listening to music, or talking on my phone. I've sat at my desk silently to test this several times, and nothing happened. Once I made any noise, the neighbor immediately starts hitting the walls, or stomping on the ceiling above me. Then I suddenly get sick/dizzy/black out entirely if I'm at my desk. Whatever they are using is now is odorless, but is irritating when you breathe it in. This doesn't happen when the neighbor is gone for the weekend.

I have more questions than answers at this point. Is this a crime? How would I even prove what's happening when it's intermittent and I don't know the exact substance being used? I only know it's a vapor/gas that's heavier than air. This person showed me they genuinely want to severely harm me and have already caused me to lose most of this year to illness. Is there a specific type of lawyer I would contact in a situation like this? Thank you for any advice you have.

ETA: This is not the first time this has happened. Multiple times, the neighbor has boiled bleach until the chlorine gas leaked into my apartment unit. I was put on a corticosteroid inhaler following those exposures to deal with the resulting lung inflammation.
