Stolen Items From A Burglary Was Found On An Online Consignment Shop. The Shop Says If I Want Them Back, I Need To Buy Them Back

My home was burglarized last year. Several of the stolen items appeared for sale on a large online consignment website just 9 days after the burglary. I have receipts, photos, and up-close videos of myself with the items. Police confirmed they match my stolen property report and placed a hold on them. The consignment company also confirmed all the items were sold by the same person. However, the original detective retired and the case stalled for months. Now that it has been reassigned, the current detective told me: (1) the business is an “innocent purchaser” and not required to return the items to me for free, (2) I’m not required to buy them back, but (3) if I don’t, they will release the police hold and the business will be free to sell the items as usual. The detective also said they currently can’t connect the consignor to the burglary, though they are investigating.

What I’m trying to confirm is whether I have any legal grounds in California to bring a civil claim (like replevin or conversion) to recover my property from a consignment business that purchased it innocently. Can I sue the consignment store to compel them to return my stolen items without paying to buy them back?
