Sil Assaulted At Work By Volunteer

My SIL works at a non profit and was sexually assaulted (groped) at work by a volunteer who was originally court ordered but now just volunteers on his own with his wife! He has made inappropriate comments to my SIL before this. His wife even previously told him he was not allowed to hug my SIL. When first reported the director asked if she was on depression meds, and that she should be so she could handle this situation better. They finally brought it to the board, the president dismissed my SIL when she was trying to explain what happened. She told her “she didn’t need to hear it all” they did and “investigation” and came to the conclusion that the story was inconsistent and the guy denied it. They tried to say she was “flirty”. My SIL is the complete opposite of flirty. She is super introverted. What other steps can she do to have him removed from work? There are some more details but it’s too much to type.
