Landlord Says I Have To Pay For The Entire Building’s Water Bill

Location: Pennsylvania
So I just moved into this small apartment (it’s basically one unit in a converted old house, there are 4 apartments total). In the lease it says I’m responsible for “utilities” but it doesn’t specify which ones. I figured that meant electric and internet, since heat is included.
Yesterday the landlord sent me a text saying I need to pay the water bill for the entire property because “nobody else wants to.” He sent me a picture of a $600 bill for the last quarter. I told him that doesn’t make sense because I’m just one tenant and I don’t even use that much water, and he replied “either you pay or I’ll take it out of your security deposit.”
The other tenants I talked to said he’s tried this before with them and they refused, but now he’s targeting me because I just moved in.
Can he legally do this? The lease doesn’t say I’m responsible for shared utilities like that. I’m freaking out because I don’t have $600 lying around and I don’t want to get screwed out of my deposit later.
