Police Asked For Dna After Our Car Was Stolen?

Location: Indiana, USA
A couple months ago mine and my husband’s car was stolen. We did everything we could-filed a police report, etc. A few weeks later the car was found a few counties away, abandoned and wrecked.
Now, the police are telling us that they need my husband to come in and give a DNA sample. It was my husband who spoke with the officer over the phone. No other information was given. But, I’m not sure if that was because the officer couldn’t say anything about it or if my husband just didn’t ask for more information. Apparently, all the officer said was “to rule out his DNA”.
So, I have a few questions: Why would they need to rule out his DNA?
How is his DNA sample going to help find out who stole the car? Wouldn’t our DNA already be all over the car anyway?
Is he legally required to submit his DNA? And if he doesn’t, will he get in trouble?
What rights do we have to get information about this?
I’m just so confused. Our insurance agent was also confused. Which confuses us even more. It seems like a lot for a stolen car. It wasn’t fancy or new. And the officer didn’t seem particularly concerned about when he could come in to give the sample, saying he could come in on his days off. I don’t know, it’s just odd to me. Needing a DNA sample seems to imply that whatever is going on is very serious, however the officer seemed kind of nonchalant about it.
