In California I Wish To Decline Becoming A Poa And My Brother Wants A Document Stating Such

Location: California, I am currently care giving at the moment for my grandmother, and over the next 6 months may need to move to a different state, prior to this me and my brother have both been named as POA in a trust, but the POA at this time is not active, it is a durable POA, but has a stipulation that it will not become active until signed into effect, or until a physician declares her medically or mentally unfit to act in her own interest's.

Due to my potentially needing to leave the area, and my continued issues with my sibling going back and fourth, I think it would be easier for future needs that I decline to become an agent in this POA. He is trepidatious and is requesting I have a document drawn up and notarized to show as such that he can show future people in case they try to state that my signature or such would be required at some point, he is Very cautious and in some cases understandably, however everything i am looking up online leads me to believe that in this instance, it would be more a kin to me expressing this to the principle, and then her having the trust altered as such to resolve future issues.

Would such a document be useful, how would it be drawn up or worded perhaps? should I press an alternative route to resolving this issue?
