How Is Schedule 51 Usually Interpreted?

I was experiencing withdrawals from a medication for bipolar because insurance refused to cover it and my pharmacy refused to order the medication because they wanted to wait for insurance. I requested to pay out of pocket and they still refused to order it. I had Walgreens search their internal records and was told no one in the state has my meds. The pharmacy I got my first months prescription from was from a voluntary PHP program pharmacy where I was told frequently I was over reacting to what’s happening in the American government recently. I was disallowed to receive an additional prescription because I was asked to contact my outpatient psychiatrist which I had attempted to multiple times over the month between refills and was misunderstood and ignored. I contacted my PHP programs number looking for assistance on what to try next as I was 3 days out of my meds. I was put on hold and looked to the local pro health care where I was redirected from urgent care to emergency department to the pharmacy. When I got there they were closing in less than 10 minutes and told me the same thing, they don’t have my meds and no one else does either, they have to be special ordered. I was then turned away and offered no other solutions or assistance. I went back down to the emergency room front desk because the pharmacy was closed and asked them to print me something saying I was refused check in and received no care and they called over security. I was visibly upset because I was experiencing withdrawal. I did not cuss and made no threat or attempt to do anything to anyone but I willingly left because of security. I decided to drive around and try to calm down. I got a call back from my PHP and they decided to call an ambulance after me because of my physical withdrawal symptoms. I clarified with the nurse or whoever I spoke to that a ride in the ambulance to a hospital would be optional. I ended up driving 20 miles out of the way before I pulled over and was asked my location for the ambulance. Sheriffs department showed up too. Decided wellness check meant threat and cuffed me and patted me down, and confiscated a CBD vape even though it is legal here in Wisconsin.
They called chapter 51 and involuntarily took me back to the hospital (20 miles back instead of the nearest one to our current location) where staff confiscated my pocket knife which was not returned upon discharge. I stayed til they told me they couldn’t help like I had been telling everyone I encountered that I just needed help finding a pharmacy that had my meds in stock, I didn’t care if I have to pay out of pocket or drive multiple hours, but fuck me right? They asked if I was suicidal and I said I always am but I have no plan or intent. The ambulance provided absolutely no care I was just cuffed to the bed and questioned. The hospital gave me a zofran and a drug in the same class which I puked up within 20 minutes and then a volunteer crisis team talked to me and ended up being the only ones who actually listened to what I had to say and actually found the med I was searching for.
I have mental illness, but I was fully coherent, non suicidal, non threatening and now I have $6k in medical bills after insurance. How do I go about getting this nullified because I interpret this as a completely unnecessary and I’m 23 years old full time employee with no financial assistance and I simply refuse to be charged for multiple people’s fuck ups.
