Hotel Shining 40,000 Lumen Spotlight Onto My Land

Location: Alaska. We live on a river, there is a hotel across the river from us that has mounted 2 high lumen spotlights on top of a new built hotel addition. (Imagine the lights that would be used to illuminate a stadium) The hotel owns a small chunk of land, zoned residential, directly next to my land, that has a sign promoting the hotel on this land. These 2 high lumen spotlights are now shining across the river illuminating this sign. It’s so bright it literally looks like a rave party going on my land, blinding us as we enter our driveway - the spotlights are color changing and high lumen. We have texted owner and he is ignoring our complaints. We filed a code enforcement complaint with the borough because it is a violation/illegal to illuminate a residential area and illegal in Alaska to have billboards. My understanding is the hotel owner won’t even respond to the borough attempt to talk to him and nothing is being done at this point. Code enforcement officer told us they might just have to go serve him. What is my legal recourse here - can I sue him to take them down, not sure next step. Thanks in advance for help.
