Ex Wife Won’t Return “disabled Veteran” License Plates And I’m Getting Tickets For Her Driving

Got divorced a year ago, gave the wife the car, MVA gift form so she could register it in her name, etc.
I’ve been getting her tickets all year. She has been paying them but now isn’t. She also won’t get the car registered in solely her name (it was jointly owned but my name was first).
I’m aware I could go to court each time and claim I’m not driving, but I don’t want to do that every month (she gets a lot of camera tickets).
I don’t want to be liable for this, I also can’t get my own disabled veteran plates on another vehicle since Maryland caps it at 2. She wouldn’t even return my disability placard (I got that back as someone got it for me but even that was after almost a year) I think it’s a combination of spite, laziness, and hoping she gets out of some parking tickets because of the plates. She is not a veteran for the record.
What are my options? Can I report the plates stolen? She has a claim to the car since it’s in the divorce decree. Is she breaking any stolen valor laws? The divorce decree does not say anything about when she has to register the car in her name by - just that’s it’s awarded to her.
