Custody Across State Lines, Usa Pennsylvania To Ohio

Location: Ohio and Pennsylvania

My 16yo niece lives with her mom, an active drug addict, in PA. The niece was recently left on her own for two weeks in a house without food or running water bc mom hadn't paid the bill and was in jail for possession and for missing a court date (driving with suspended license due to previous DUI which totaled the car but didn't hurt anyone). Niece stayed with her adult sister during that time; mom didn't know where she was until I volunteered that info (she didn't ask). Dad has had no contact in the last 4-5 years though legally retains joint custody (niece says she "never wants to see him" due to past abuse).

Here's the question: niece wants to live in Ohio with us, and my family wants to adopt niece. Mom is adamantly opposed. PA has an emancipation process, OH does not. The way I see it, our options are 1-niece petitions the court for emancipation and moves out here, 2-we file for custody and drag everyone to court including both mom and dad, 3-we get CYF involved and hold our breaths that they don't send her to live with her dad (niece is very afraid of this outcome).

If it were your family, what would you do? Are there options I'm not seeing?
