Cops Won’t Take Action Until Someone’s Hurt

Location: South Carolina To preface, me and my mom stay to ourselves in a quiet neighborhood but across the street from us lives a man and his adult special needs son. The son isn’t supposed to be left by himself but the father is using him for a check so he leaves him while he’s out at work. The son has a strong dislike towards my mom possibly because she helped the dad do yard work one time, and his mother passed away so maybe the son thinks he’s moved on i’m not exactly sure. However there have been times when my mom goes outside and he comes sprinting across the street to attack her. He will bang on the car doors, try to open our front door, he comes around the back and tries that door too. This has happened maybe 4 times with video proof and the cops always say that since he’s special needs they can’t do anything but what I see is the son being neglected and they’re just telling us to wait until my mom gets hurt. We’ve told the landlord and she just said to call her if he does it again, which he did it again today, making it 5 times. We’re not sure what else we can do
