Caretaker/resident Banned From Complex Immediately?

Location: VA

I live in a community with two different buildings. Some man from the other building has routinely harassed my mother, threatening to punch her in the face, etc. It all stems from an argument right after the election when my mother said she voted for Harris (he voted for Trump).

My name is on the lease, hers is not but she has lived with me since early 2024. I was diagnosed with a disease and recently had surgery in which I am still healing and she is my caretaker.

A couple days ago police showed up at my door with the property manager with a notice my mother is banned from the property immediately. This man made up some scenarios that are crazy and not true. My mother took the paper and said she was my caretaker and has lived here for over a year, and her ID has the address here. The police just said “ok” then left. On the letter it says if she is on the property she is trespassing against John Doe (it says his actual name). He doesn’t even live in my building.

Is she actually banned from the property? We have a police case against the crazy man and I had already shared that with the property manager. She’s afraid to take my dog outside which I need help with. Not to mention she doesn’t have anywhere to go as we are our only family members. Doesn’t this go against my rights in the ADA?

EDIT: I forgot to also add she has paid the rent here herself on different occasions (wired out of her own bank account)
