Car At Auction Not As Listed, Now Told “no Returns”

Location: Oklahoma City. I can’t afford a new or even used car at their current rates. I found a local online auction site that auctions off impounded and wrecker vehicles. I spent months searching them and bid on some but lost.
Finally I found an SUV listed. They always post pics and anything wrong with the vehicle. This one said “Has key, title, runs and drives.” The pictures showed no body damage and I did a VIN check and no accidents, only 2 owners, low miles for the year so I went all in. Most cars go for around $900-$1200 but because this seemed like such a winner I kept bidding and won it at $3600. Arriving at the wrecker yard the man would not let me see it until I paid him so I did. He then explained that yes it starts but it needed jump started since it has set so long (ok) and to start it you has to put the fob in the ignition and turn it, then open the hood and open the fuse box, you have to pull out this certain fuse then put it back in and listen for clicking then press this coil thing next to the fuses and the engine will start. He showed me and it did. I protested that that’s NOT what the average person assumes “starts” means in the listing. He immediately said “As is purchase. No returns.” He then said only one of his people could drive it off the lot and not really paying attention his guy drove it from the impound to the parking lot with the portable jump starter still attached. Even though it had need jump started when I went to start it the battery was still dead. So had a friend jump start it and went through all the motions and started it but the second I removed one of the jumper cables the car died. So it doesn’t run as listed. It said “has key” but what he gave me was a broken fob that has the actual metal key that pops out to unlock the car if the fob battery is dead missing. Changing the battery on the fob and it just sets off the car alarm and doesn’t unlock or lock it. Lastly is the title. After I paid and he and I signed the title he then reached in his desk and notarized it. Now either he’s the notary notarizing his own documents or a notary has given him his stamp to use. Either way both are illegal and void the documents. So title fraudulent, no key only broken fob, doesn’t start and doesn’t run all things that were listed that it did do and why I continued to bid all my savings on it,
What can I do? It can’t be legal to advertise something as working and running then sell it, find out it isn’t and they just get to say “As is! All sales final!” and walk away. Help I HAVE to have a car for work and he’s taken every bit of savings and left me with a hunk of junk that will cost THOUSANDS to fix. Thank you
