Can My Employer Require Me To Use A Personal Debit Card For Company Business?

I work at a check cashing store, and one of the services we offer is paying parking tickets. A lot of our clients either can't or don't know how to pay their parking tickets online, so they come to our store to pay it cash. The process is straight forward, they give us the cash, we put it on a prepaid debit card, and pay the ticket online with said card. Then we charge them an extra $5.
My problem is that we don't have a dedicated company card for this. Each one of us got a prepaid debit card when we started working there. These cards are NOT company property however. They're supposed to be personal. Mine has my name on it. We sell and reload this brand of prepaid cards, and to sell one, I need to get the client's ID, address, and SSN. So I know our personal information is associated with it. We got them as an employee sign on bonus of sorts, and we were told they're for our personal use. However, they want us to use them to pay the parking tickets.
A couple weeks ago, someone did the usual procedure for paying a ticket, but the payment portal glitched out and the transaction was charged twice to the card. Thankfully, my coworker was able to call the city and get his money back, but now I'm worried that something similar could happen to me, and I'd be stuck trying to get my money back.
I had an argument today with my supervisor, and he'd say he'd talk to the boss. I want to know if my employer can force me to use that card? Also, I'm worried that my card is on some government database next to a bunch of random parking tickets. Am I exposing myself to some additional legal or financial liability by using that card?
