Ca - Landlord Keeps Unplugging Above Ground Pond Filter/heater On My Porch Without Notifying Me First/at All

Title basically says it- I’m in the Bay Area. I have an above ground fifty gallon pond that I made sure to have landlord and owner of the complex I live in approved prior to installation. The property manager wasn’t happy about it, but the landlord and property owner (who were with him when I confirmed that this was in fact within the rules of our complex to have on my porch- it’s literally inches away from my back door and sits on the cement of my porch area) thought it was adorable, and told me to go for it and were excited to hear about my plans for the pond!
So, given that the individuals above the manager in seniority and authority at our complex gave me the go ahead IN FRONT OF the management, I figured I was in the all clear. Wrong.
Ever since, I have had to deal with someone coming by at random times and days with zero notice in advance or notice at the time of them unplugging the fountain/filter box as well as the heater for the pond.
Given that I have a few fish that need to have slightly warmer temps than whatever it is outside during WINTER I have a heater rated for more than 50 gallon aquariums set to 70-72 degrees. Now, I have never had this happen and not noticed within a day or two at most, because I check on the pond frequently as I have to feed the fish and ensure everything is running safely and correctly, but is there any sort of law protecting me, my belongings, and my property (as the pond is literally on MY BACK PORCH and not in a common area, though it isn’t fenced, but literally everyone respects this- or did until the pond ordeal) from the continuous meddling of the property management and their unplugging of things I need to be able to safely keep my pond going?
I have informed them that this is detrimental to the fish, and will cause their death if it wasn’t noticed within a few hours, and that the fountain and the filter for the pond are one and the same, as I have a pump and media inside of a box to filter the water and simply attached a fountain head to the outlet (well, I had a fountain head attached to it but the last time it was unplugged prior to today, the fountain head attachment “disappeared” so I don’t even have that anymore)
Just curious as I can’t imagine it’s legal for them to do this, but would like clarification. Thanks in advance! I believe this is federally subsidized housing, if that makes a difference.
