Brother Was Killed In Hit And Run, What To Expect From A Lawyer?

As evidenced in my post history, we recently suffered the loss of a family member in a hit and run incident on a pedestrian in San Diego.
We met a personal injury lawyer today who basically said “don’t expect us to investigate for you” “don’t expect private investigators to do anything so don’t waste money on that” and that we shouldn’t expect much compensation because the accident happened on a highway off-ramp (no pedestrian path) and the toxicology report will at least show some alcohol. He then proceeded to try and get my sister in law to sign the retainer agreement swiftly.
I didn’t appreciate that very much but had to keep it civil because he had been introduced to us by someone my father knows. I did stop my sister in law from signing but now I want to ask
1) To what extent will a personal injury lawyer help with the investigation (about the circumstances vs identifying the driver)? What can they do in hit and run cases before the driver is identified? 2) the family is focusing on trying to understand why my brother would have been on the off-ramp at all. The lead investigator is asking the same question for now but what can we do to help move this forward? Is hiring a PI useful in any way?
To be honest, I don’t think it’s likely that there was something malicious at play but I do want to find out the truth and want to know what kind of help we can get.
