Anonymous Real Estate Ownership

Location: Upstate New York
Long story long, I bought a 4.5 acre parcel of land in 2020 and went through subdivision to split it into 3 separate parcels (no variance needed, 1.5 acres per parcel). I built a duplex on one parcel in 2020, another on a separate parcel in 2021, and I'm now building the 3rd and final duplex now. The local Health Department approved my septic plans but informed me that because I own all three parcels and they are contiguous and adjoining that as soon as one more unit goes in service I'll become a public water supply and need to install water treatment systems on each individual well with chlorine and UV treatment as well as daily monitoring and monthly sampling. This is absurd for such a large parcel with only 6 total units. I understand if someone is building an 80 unit building that it should be required, but for 6 units on almost 5 acres is insanity.
I asked the question, what if I don't own all 3 parcels? They said if I only own two then it's fine. I currently own two of them in my wife's and my name, and one in my LLC name but the Health Department doesn't think that's enough separations since I'm the only member of the LLC.
Any advice on how I could have a separate entity own one parcel that would satisfy this? Thanks!
