Am I Legally Required To Let My Hoa Enter My Home If They Claim They're Inspecting For Unauthorized Modifications?

I live in a townhouse that I own, which is governed by an HOA. Recently, the HOA sent me a notice stating that they will be conducting routine inspections of several units (including mine) to check for unauthorized modifications to plumbing and electrical systems. They claim they have the authority under the CC&Rs, but they didn’t cite any specific section.

There’s nothing unsafe or illegal in my unit, I haven’t made any major changes. But the idea of them entering my home without a specific reason makes me uncomfortable. They are saying that refusal to allow entry could result in a fine and further action.

Can the HOA legally force entry into my home, or penalize me for not allowing it? Does this count as an illegal search under California law? Do I have the right to say no if they don’t have a warrant or specific cause?

I want to make sure I’m not unknowingly violating any part of the HOA agreement, but this seems invasive. Appreciate any insight.
