25 Mile Tow = $737!?

So, after a guy rear ended my parked car, I had my vehicle towed 23 miles away. They arrived with a flatbed to tow my car at about 7:30PM, that tow truck driver decided to wait another hour for his other driver to show up to tow the other vehicle as well. We arrived at tow yard around 9:30PM.

Guys were super friendly, let us wait for our ride there and just asked us to lock up the gate, which we did. We left around 11PM.

I was expecting a bill of around $400, definitely not over $500. And the thing I'm really am questioning is there is a charge of $388 on the bill listed as 'Other Charges'.

This $388 'other charge' is more than half the bill!!

Without this charge, the total bill with towing and storage would be $318, which is typical IMO for a 23 mile tow, but to more than double the bill with vague description of 'Other Charges' is just attempt of theft!

What can/should I do? I am waiting on the shop to call me back as I write this to discuss this crazy charge.
