What Can I Do About A Roommate Stealing Our Rent Money?

Location: Bay Area, CA

So we recently found out that our roommate that we normally send rent money to has not passed that money on to our landlord.

She's basically been MIA for a month and a half staying at her partner's house and has been incredibly difficult to get a hold of.

I finally got a hold of her a couple days ago and she keeps promising to send rent but not doing it.

The landlord is already taking the steps to remove her from the lease but we know she's legally entitled to get her things.

The thing is the landlord is away on a vacation and we as tenants/victims of theft don't feel comfortable having this person in the house unaccompanied by some authority, even just to pack.

Her theft is upwards of 2k.

Question 1: are we legally obligated to let her come pack her things whenever she wants to? Is there any sort of restriction we can place on that?

Question 2: what is the most effective way to get our money back? Small claims? Police report?
