Mil Will Not Leave Husband Alone. Ppo Was Denied

Location: Michigan
To start off, my MIL is not mentally well. She has been involuntarily committed twice this year. She just got out on Friday and is court ordered therapy and medication checks.
For years, my MIL will not leave my husband alone. She constantly texts him, emails, and calls him. He will block her phone and email, but she will get a new number or email and start again. She will also take other people's phones (including strangers or front desks at businesses). The messages are either extremely negative or how much she loves him. Most of the times she calls and she is yelling. My husband has changed his email, but the phone number will be harder to change since he uses it for business.
She will also mail gifts or nasty letters. She showed up at our house unexpectedly for the third time this year. She showed up with a drum set. My husband told her no, she isn't allowed here, and put the drums back in her car. She ended up scattering the drums in the street and leaving.
My husband filed a PPO but it was denied. We're at a loss of what to do. We just want to be left alone. We understand she is mentally ill, but we can't take it anymore. She doesn't care or respect our boundaries and at a loss of what to do.
Is there anything we can do or just have to take the continued phone calls and unannounced visits.
