Washington Apartments Won't Provide Lease Documents

Location: WA State, not Seattle
My lease is expiring in one month. We received a renewal offer via email and note on our door in May. After looking around and considering prices, decided to stay. We've been living in this apartment since July 2023.
We emailed the apartment management and asked for the renewal documents. Their email back says they are not sending out renewals right now until the new WA State law is finalized. I'm not sure what law they're talking about, except maybe the law that passed in early May regarding rent increase.
Can they withhold the renewal documents after they already offered renewal? I have never missed rent payments and have never had any kind of complaint brought to me. I don't want to have to find a new apartment with so little notice, and I also don't want to pay their month to month rate, as it's almost $600/month more than the renewal rate they already offered.
They did say they'd send the documents once the 'new law has been finalized' but again, the law I think they're talking about passed on May 7th. Is there some new law I can't find with a Google search?
