Utah — Apartment Infested With Bed Bugs And Roaches, Landlord Won’t Treat For Months. Can We Hire Our Own Exterminator And Deduct The Cost From Rent?

Hi all,
I have family that recently moved into an apartment in Utah. After just a few days of living there, they discovered the unit is heavily infested with both bed bugs and roaches. They immediately notified the apartment complex management, but were told that pest control won’t be able to treat the problem for a few months.
Living in these conditions is obviously not sanitary or safe, and they’re not sure what their options are.
They want to know:
Can they legally hire their own licensed exterminator and deduct the cost from their rent?
Or would that violate their lease or Utah landlord-tenant laws?
Are there any state or local health codes that could force the landlord to act sooner?
They’ve already documented the infestation with photos and written communication to management.
Any guidance on what legal steps they can take (or which agencies they can contact) would be greatly appreciated.
