The Healthcare Organization I Worked For Refuses To Tell Me How To Get Their Computer Equipment Back To Them. What Can I Do?

Location: Wisconsin The short version is I worked for this healthcare organization (a big one multiple hospitals and clinics). I was downsized and they will not give me a straight answer on how I should get my computer and other work equipment back to them.
-Over the past three months I've emailed the HR rep 7 times asking this question.
-Fron him I get some version of "we're working on it", "talk to your supervisor, "drop it off" and lately, ignored.
-I actually did try to drop it off once, but there was no one at the location to receive it. I told the HR rep that since I don't work there anymore I don't have a supervisor. And I even suggested that I will start billing them a storage fee.
So what can I do here. Is there a point where I can dispose of it myself? I really don't want to do that, even though it's been disabled Im nervous that a clever enough person could access the PHI that's on it. And, there is a cost to disposing e-waste where I live.
Besides my computer equipment I also have an id/key card that gave me access to our facilities and keys to my office and the file cabinets in my office that also contain PHI.
