Surely This Is Illegal?

Location: Florida

My mother lives in an over 55 retirement community of manufactured homes.

She bought the house, but pays monthly lot rent.

You must be approved by the community owner to either buy or sell a home.

A new owner bought the community and has raised the lot fees over 50%.

Many residents can't afford it and want to sell their home.

The owner has an "in house independent salesman" to assist in generating leads.

Every person who seeks to buy a home must qualify through the community owner.

Every person interested in buying a home from a resident is denied approval, or withdraws due to an extremely high quoted new lot rent by the community owner.

The home owner, already financially stressed, becomes desperate.

The community owner offers to take over the home, *for free*, and cut all ties to the home owner, who will then no longer have to pay the exorbitant lot rent. But they must move out immediately. The home now belongs to the community owner.

Community owner then goes to prior interested parties(via the *independent salesperson*) with a cut rate offer for the home, and lower lot rent, and guaranteed approval.

Rinse and repeat.

My mom may need to go into nursing home soon and I'm scared as hell this is what will happen if we have to try to sell her home.

Surely this is illegal?
