Right To Occupy

My husband was left a parcel of land with two mobile home lots on it. In the will it was stated a family member had the right to use and occupy one of the lots for his lifetime.

"subject, however, to the right of (redacted), during his lifetime to use and occupy one of the trailer spaces on the subject parcel."

It has been two years and he has not made use of the property. At any point does this failure to use remove this right to do so? I'm reading online that in some cases this right ends when the tenant moves out, but he's never occupied it at all. The deceased intended it to provide a home for him when he got out of jail but he currently resides elsewhere.

If his rights still stand, what exactly is he allowed to do with it? Is it only him that may live/use at the site? Can he allow someone else to live there as a tenant as part of the "use" acknowledgement? Can he use it to store property? Is he supposed to pay his portion of the property tax at any point? This person is problematic so it's not as simple as asking him to sign over rights he doesn't want or need. Any advice is appreciated.
