Parent Is Child’s Teacher - Questionable Behavior In School Environment

Location: Michigan
For context, this parent is teaches at a public school in Michigan and is one of 5 teachers the student has. The parent/teacher’s other 3 children also attend the same school.
The questionable behavior has impacted the daughter academically, personally, and behaviorally. I’d like to know if there are any potential parental, custody, or education laws that could be in violation.
At home the teacher/mother has behaved in ways and verbally expressed favoritism for her other children over this daughter. I can talk about her terrible parenting for days, but being a bad parent isn’t in violation of any laws (unfortunately). However, she has brought these comments and behaviors into her professional domain where she is her daughter’s teacher. She’s verbally stated that her daughter is ‘the problem child’ and has gossiped with her other child about her daughter in earshot of other students while at work.
The daughter/student should be tested for any potential need for learning accommodations, but the mother/teacher refuses despite the daughter/student exhibiting several behaviors that would normally constitute a teacher recommending a child be evaluated for accommodations. The daughter/student is failing three classes.
I am not an employee of the school, nor am I related to the mother or child. I’m a parent of the child’s friend who is concerned.
