Our Upstairs Neighbor Has A Grandchild Who Is Mentally Handicapped And Violent.. It’s Completely Taken Over Our Ability To Have A Peaceful Environment. What Can We Do?

Location: San Diego

This child (around 14m) has severe mental disabilities and presumably on the ASD spectrum. He screeches constantly, yells, destructs property, and is violent towards the cohabitants. We have complained many times over email and in person but our property managers can’t do anything due to discrimination. They have offered to let us move units, but my roommate and I (26-27f) are wondering if we have any right to any help with moving or less rent. We would stay within the same complex as it is large enough that they have units to transfer to that aren’t close to right here, but the disturbances have truly reached a breaking point for me as I work from home and have called the police many times because he attacks the grandmother and I can hear everything happening and I have called the the police many times. He has threatened to kill himself and others, he throws their furniture around, I’ve heard him slapping/hitting and being begged to stop, and is just very very loud with the incessant screaming/screeching/yelling/repetitive music/ etc. To make matters worse they have birds that definitely don’t look legal on their patio and it has made our patio infested with flies.

We really are just hoping we can request some reimbursement or something because we would need to hire movers even though it’s in the same complex as well as our time. Any advice would be great.
