Ocr Says My Records Belong To Me But Odyssey House Is Still Refusing To Release Them

Location: Utah I am dealing with a situation that feels completely surreal and I need advice from anyone who has dealt with medical records or OCR complaints.

I was formerly in the care of Odyssey House and during that time I had a relationship with a clinician who tragically died by suicide in front of me. I recently requested my records from Odyssey House, records that were used to make decisions about me during my time there.

OCR reviewed the situation and issued technical assistance to Odyssey House, explicitly stating that the records legally belong to me and must be released.

Despite this, Odyssey House is still stalling and acting like I do not have a right to my own records. They have even contradicted themselves about whether the records exist, even though I know these records were used in decisions that affected me.

It feels like they are trying to block me from seeing records that are legally mine and that document events that had a profound impact on my life. OCR has confirmed my rights but Odyssey House continues to withhold them.

Has anyone dealt with this kind of situation? What can I do when OCR confirms your rights but the provider refuses to comply?
