No-contact Car Accident. Does It Make Sense To Sue?

Location: Houston Texas. Incident happened this morning.

While driving through an intersection with a green light, a vehicle on a perpendicular road (approaching from my right) made a fast, illegal right turn. The driver ran a red light and immediately crossed three lanes into mine. I swerved left to avoid a collision but ended up scraping the curb, which caused minor damage to my wheel — which I estimate to be around $150–$200, possibly more if there's hidden damage.

I called the police later that day. An officer reviewed my dashcam footage and confirmed that the other driver was clearly at fault, noting that the turn was illegal and reckless. I was issued a police event number, but no formal report was filed since there was no collision.

The officer explained that pursuing the driver's insurance would be difficult because 1) There was no physical contact between vehicles, 2) I can’t identify the driver — only the vehicle's license plate.

I’m considering filing a small claims lawsuit, partly on principle and not the money because the behavior seemed intentional (the driver was revving and acting like he did nothing wrong + couple more reasons). I have clear video evidence of the entire incident, including the car’s license plate and the unsafe maneuver. However, I now realize that in court, the registered owner might claim they weren’t driving, and since the burden of proof is on me, I may be unable to prove otherwise.

TL;DR: Clear dashcam footage shows a driver caused me to swerve and damage my vehicle by illegally running a red light and cutting across three lanes. Police agree the driver was at fault, but there's no collision and I can't identify the driver — only the license plate. If I sue in small claims, can the owner just say “I wasn’t driving” and avoid liability because I can’t prove who was? Or do I still have a legitimate chance at winning?

Edit: Thank you everyone for the insight and advice. I really appreciate it. It seems like I only have a decent chance at best. I probably would have pursued it if it had been more guaranteed, but seems like I will have to just eat the cost and move on.
