Neighbor Installed A Security Camera Aimed At My Bedroom Window

Last week my neighbor installed a new outdoor security camera on the side of his house. The way he mounted it, the camera is pointed directly at my bedroom window across the fence line. I can clearly see the lens from inside my room, and when it gets dark, the infrared light reflects off my blinds, so it’s obviously active at night.
I went over to talk to him about it because it makes me uncomfortable to feel like someone might be recording into my home. He told me he set it up that way because he wants a wide view of his backyard, but he also admitted that he can see my house from that angle. When I asked if he could adjust it slightly so it doesn’t face my window, he refused and said he’s “allowed to record anything that’s outside” and that I “can’t tell him how to secure his property.”
I don’t know whether he’s actually recording inside my room or just the exterior, but from my perspective it looks like he’s filming my window directly.
My question is: under Washington state privacy law, is someone allowed to aim a security camera directly at a neighbor’s bedroom window? And if not, do I have any legal way to make him reposition it or file a complaint?
I’m not trying to start a fight with the guy, I just want to know what my rights are so I can handle this properly.
