My Sister Was “kidnapped” By Her Dad

Location: Nevada So i’m 18 and my sister is 8, we are half siblings so we have different dads. back in like 2023 my mom left me and my sister in the care of our grandma while she sought mental help for her drug addiction and we’ve had no contact with her. recently my sisters dad decided to pick her up from school and keep her permanently. I know he’s not fit to take care of her because he’s an alcoholic with multiple DUI’s, he domestically abused my mother, and has sexually harassed me multiple times and i’m scared for what he will do to my sister. We called the police and said that he took her but because my mom just left us with my grandma with no paperwork or anything saying she has custody the police said he has every right to take her and there’s nothing they can do. I’m really worried for my sister because I know he doesn’t actually want her, he sees her as like a pet, he likes the idea of having her but has no clue how to actually take care of her. What can I do to be able to get her back?

edit: we have no clue where he lives, we only have his phone number for contact, him and my mom broke up but never went to court for a custody agreement on her because my mom wanted nothing to do with him and he didn’t want my sister. we also have no contact info for my mom and have no clue where she is either :(
