My Korean Adoptee Wife Can't Prove Who She Is So She Can't Get A Real Id.

Location: Southern California, between Los Angeles and San Diego. I have a unique situation which has turned into a bureaucratic nightmare. My wife is an adoptee from Korea. She was adopted to a couple in Los Angeles when she was 4 and issued a social security number 3 years later. When she moved out of her adoptive parent's home, they gave her her American birth certificate, which was promptly stolen out of her car. She has a driver's license and SS card, but no other forms of ID. Unfortunately, those aren't enough to get her the new REAL ID so we can travel this summer. Los Angeles County Clerk has no records for her. The CA Dept of Public Health has no records for her and recommended we talk to the Korean Consulate. The Korean Consulate said they need her Korean name, address, and ID# which we don't have. An immigration attorney said our last resort would be getting a Judicial Order Establishing Identity, but said they don't handle that sort of thing. I've called several local attorneys who say they have never heard this and can't help. Can reddit save us? Or is my wife forever stuck being a non-person who can't travel by airplane?
