My Grandma Doesn't Have A Will, What Can We As A Family Do?

So my gandma has alzchimers and dementia. For years before her diagnosis, we begged her and my grandad to make a will. But they didnt, and now it's too late. My grandad (not by blood or marriage- they never made it offical) isn't even power of attorney. Now, we don't care what she decides to do with her money. We only care that it doesn't go to her eldest son (my uncle).
They haven't had proper contact in years. The only time he's ever contacted her to tell her how abusive she was and try to guilt her into giving him money. A person like is not deserving and she has always hated it, but would occasionally agree to give him some if only for the sake of my cousin in his care.
The issue is this; shes now in the late stages and wouldn't pass a capacity assessment. With no will, my family is worried that it will go to him or the Government. So what can we do? Is there anything we can do to respect her wishes, to protect her assets? Any advice would be appreciated.
