Missing Body Cam Footage For Assault Charge (california)

My family member was arrested for assault. He was driving for Uber and he decided not to take the passenger on an hour long trip to the hospital because he thought she was aggressive, she started insulting him etc. he told her sorry but he couldn’t take her and was canceling. she ended up calling the police claiming he assaulted her and they arrested my brother for assault.
He just reviewed the body cam footage from the discovery. My brother was not at the scene when she called the police hours later so we want to know what happened. Two officers responded that day to her call and then four officers responded to our house to look for him.
We received body cam footage for one officer (field trainee) responding to the victim. Then we received 4 separate body cams of the officers (including trainee) responding to our house.
Here is the problem. The fact that they included the four officers separate videos responding to our house yet we received only 1 video of the trainee officer responding to the victim.
So we are missing footage from the other officer who was the trainer. He’s a field training officer and was instructing the other officer on what to do. Is there some legalities on FTO officers and whether or not they need to provide footage?
