Location: Clark County, Nevada. Hoa Condo Complex Only Has Timed Handicap Guest Parking. Fair Housing Violation?

Location: Clark County, Nevada.
I work at a high-rise condominium complex in Nevada that’s run by an HOA. The building has three parking areas:
- A roundabout in front with 4 handicap spots (4-hour limit) and 6 regular 15-minute spots — all for guests, vendors, or the public
- A side lot with about 30 untimed public spots, but none are designated for handicap use
- A resident-only gated lot in the back that requires RFID access — guests are not allowed to park there unless a resident has a spare spot and physically lets them in
We issue guest passes for 2 days, but I was told handicap placard holders don’t need one and are allowed to park without a pass.
The issue is that security has started tagging handicap vehicles parked overnight in the 4-hour handicap spaces, even with valid placards. They claim it’s a violation of the time limit. There are no other accessible overnight options for guests with disabilities.
I occasionally have disabled guests staying overnight, and they need to park close due to mobility issues (I’m also disabled). There’s no accessible alternative for them, and the rules prohibit them from parking in the resident area.
Security says they’ve spoken to my boss about this, but my boss hasn’t brought it up to me directly.
Is this potentially a violation of the Fair Housing Act or ADA, since the only available accessible parking for guests is restricted to 4 hours and being enforced overnight?
