Liability For Wrongful Death On Ethiopia Tour

My parents booked a tour in Ethiopia through an international travel agency that is based in South Africa, but is also registered in the US in Florida.
The agency required them to purchase travel insurance with medical evacuation coverage and selected a specific local operator for the tour.
While in a remote part of southwest Ethiopia, their car was rear-ended while stopped on a hill, sending it into a ravine. The seatbelts were nonfunctional. My mother was ejected from the vehicle and later died after a 10-hour delay for emergency transport and inadequate medical care, despite her repeated requests to be evacuated.
My father was also injured. He was unable to walk for three weeks, incurred significant medical expenses, and continues to suffer from PTSD. The company never apologized for any of it.
The tour guide and driver were likely third-party contractors. However, the agency selected this operator and therefore had responsibility for my parents' safety. The operator placed them in an unsafe vehicle and failed to ensure timely evacuation.
Can the tour agency be held liable for my mother's wrongful death and my father's injuries due to negligence in vehicle safety, staff training, and emergency response?
