Landlord Is Using A Third Party Service For Pets And They Want To Charge Me For My Esa

My lease renewed in April, but I got the official renewal paperwork in February. Nowhere in the lease renewal paperwork did they mention that they would be switching to Our Pet Policy for the management of pets on the property.
In March, after my renewal paperwork had been signed, the landlord sent out an email saying they would be using Our Pet Policy and were requiring EVERYONE to sign up for it, didn't matter if you don't have any pets. I signed up, put in all my dogs information, including her vet records, city licensing, and the ESA letter from my therapist (a woman who I've been seeing, in person, for the past 7 years). I did not, however, pay the verification fee for my dog because, as far as I knew, it was illegal to charge fees for service dogs and ESAs. They also told me my ESA letter is a fake. My dog has been with me the entire time I lived in my apartment (about 5 years), and has had a renewed ESA letter submitted with the leasing office every single year.
Now, I have Our Pet Policy reaching out to me via phone and email daily saying I'm in violation of my lease and they need the payment to process my dog's verification. I spoke with my landlord, and they told me that Our Pet Pilicy was not supposed to be charging residents as the landlord pays them, but they also said that I either comply with Our Pet Policy or I get out.
At this point I don't know what to do.
