Landlord Is Only Giving Us Back $2400 Out Of $6600 Security Deposit

Recently moved out of 5 person duplex. Landlord sent us a list of deductions to our security deposit for damages. He's charging us $1750 for paint and $1450 for floor damages. Does he need to prove that the repairs cost that much and/or he actually paid for the repairs to be done? I asked for a receipt of the repairs 2 weeks ago, which they agreed to send but they still haven't sent it. If he does,
We did cause paint damage due to a LED light strip, but only small spots of paint were stripped off. We also caused a minor floor scratch in one bedroom. He sent of pictures of the other floor damages but we sent back pictures proving that most scratches were already there. In our opinion, there is no way the minor damages we caused could cost this much.
There's also a $655 cleaning fee. Our lease states that there will be a fee of $575-$1250 for cleaning and refurbishing, with the final amount being determined by the state we leave the property in. Does he need to prove that it costs $655 and he's not just picking a random number? We vacuumed, mopped, and wiped down everything so I don't know how much cleaner we could have left it.
The list of deductions also has a $300 discount applied to both the paint and floor damages, which further makes me believe that he's making up the amount of money he's charging for repairs.
