Is It Legal To Rent Out An Apartment With No Heat Source? Among Other Weird Things.

Location: California
I've very recently rented a unit that I've now realized has no heat source. There is no central, no wall unit, nothing. That's not exactly a problem at the moment, but what about when it hits winter time? Furthermore, this "apartment" is more like one big single story home/building thats been split into 3 or 4 units. None of the units actually have addresses. For example, the address should be "123 Main St. Unit #1" but that address doesnt actually exist. Its just "123 Main St." for ALL of the units. All the units mail gets delivered to one mailbox and they go around once a day and drop our individual mail off in our little boxes by our doors. From what Ive gathered, everyone in every other unit is friends and family of the landlord and the landlord's husband even has a workshop in a gated off back area that he comes to do work in daily (upholstery, iirc).
My family and I had to go quick with moving due to a very long series of unfortunate events and therefore kind of had to settle. However, we didn't know we were settling THIS hard. This place constantly leaks heat in through the poorly installed front door and vent on the range. We currently have to use two portable ac units to make it livable in 90° heat though during the peak of the day and its still 78° in the living room and even hotter in the bedrooms. I have medical issues that make it difficult for me to regulate my body temperature and Im worried for mid summer where it regularly gets 105-110. The actual electricity is also EXTREMELY limited from what Im used to, especially with the two ACs. It was just those, a couple fans, and my spouse's PC plugged in then once I tried to use the kettle the entire unit went out (except for a singular outlet?). The breaker panel for the entire building is also inside one tenant's unit (who is "security" and holds extra keys for every unit!) The entire building is also only on 1 electrical meter so the bill is split evenly between each unit.
Is all/any of this legal? Is any of this legal cause to break a lease? Should we speak to an attorney? We'll stay if we have to but at best, it will be a miserable time and at worst deadly due to how hot it gets midsummer and my medical issues.
