Ex Has My Daughter But I Was Granted Custody

Location: North Carolina & Arkansas

I was granted full legal and physical custody of all 4 of my children at the end of last year. Before the custody was granted my ex took all 4 of my children to CA.

When I went to CA in January of this year my sons went with me but my daughter refused to go. My ex had spent over a year Poisoning her against me.

I was supposed to go back out in mid-August after my ex had said multiple times to me that they couldn't afford her, couldn't handle her and they would put her in foster care if I didn't come out and get her immediately. A week prior to flying out I was contacted by my Ex's significant other who advised that they had left the state and said to not tell me so I would waste my money flying out to get her. After contacting the authorities I was advised by an officer and by my ex via text they were now in Arkansas.

Since then my ex has refused to allow me to speak with my daughter and blocked me on every possible mode of contacting my child.

I am looking at this as parental kidnapping but every time I try and get assistance I'm told there is nothing that can be done. My lawyer can't practice outside of NC, the local authorities can't make my daughter go with me and won't pursue legal action even though my ex doesn't even have partial custody. I've even contacted the FBI who after a week of waiting I called back and was told to speak with my lawyer and local law enforcement and hung up on me.

At this point I legitimately don't know what else to do. I feel like no one is helping me or giving me any ideas on how to get my daughter back. Please, help me!
