Employer Writing Up And Firing People For Being Unable To Meet Impossible Expectations And Not Taking Breaks

I work as a CNA in a nursing home. I've done this for 13 years and these nursing homes are constantly getting into trouble and sued for taking 30 minutes out without us actually taking the break. So recently they decided to stop automatically deducting the 30 minutes and instead making us physically clock out. But they don't do anything to guarantee we have enough staffing for breaks. We honestly don't even get enough staffing to change pt more than once or twice in an 8 hour shift. But when we tried telling them that they said that's neglect and we can be written up for it and fired and everything else. Because we technically have to do all pt care no matter what. It's not neglect for management to staff like this, but it's neglect for us to be unable to keep up with 10-20 total assist pt per CNA. So is it legal for them to punish us for not taking a break if we aren't given adequate staffing to do our job in the way the company and the state requires?
