Elder Financial Abuse/scammer. Help!!!!

Sorry, this is a long one. I’m looking for some advice about a situation with my elderly mother. My mother is 78 and I have had some concerns about her cognition declining over recent months. I have brought my concerns to her but she has been defensive and so conversations have been fairly limited. I became aware that she has been being contacted by various scammers and have tried many times to talk with her about this. I thought that I had made some headway in these conversations but apparently not. I got a call from her financial advisor today to discuss a concerning transaction. She had written checks for 300k. Unfortunately the money was transferred already but the receiving bank is trying to place a hold on the dispersal of funds if possible. It’s unclear at this point if the scammers have already withdrawn the money but I suspect that they already have. I have no idea who the scammers are though I assume someone online as she does not have much social life (she is a widow). I do not have power of attorney or any ability to control her access to funds. I was contacted by the financial advisor as I am listed as a secondary for any concerns (I can’t recall the specific term for this). I am also listed as back up on her bank accounts but I’ve never tried to access any of those accounts and wouldn’t know how. I tried to talk with her after the call from the advisor but she refused to talk to me about it. Only saying “They said I would get my money back”. It’s very clearly a scam. I’m absolutely panicked as this has drained much of her finances but she does have more investments that she could tap if continuing to get scammed. I have NO idea what to do. Are there any steps I can take??? I am so mad at myself for not pushing for power of attorney months ago but she has always been very careful and cautious with money so this is an absolute shock.

I should mention that I live out of state so I’m unable to see her in person without planning for extensive travel.
