Disabled Father's Gf Refuses To Release Bank Statements

Wondering what kind of lawyer could help, if at all?
My father is disabled, has cognitive decline, and kidney failure; His doctors have said his cognition is getting worse, dialysis is inevitable, and most likely he will need it by next year. In order for me to get him the care he needs, I need to enroll him in Medicaid, and in order to do that, NJ Familycare/social services needs to see his bank statements. He shares a joint bank account with his long term gf, and cannot access it by himself. I have persistently asked her for months now, and everytime she has some excuse as to why she can't print them from work or simply drive over to the bank. I have a strong suspicion its because she doesnt want anyone to see what shes been spending his social security check on these last two years.
Ive tried to reason with the bank, and show them my power of attorney documents, and still they wont release them to me. Im not getting a real answer as to why either; they just talk in circles and tell me that maybe if I show up with the hard copies of the POA docs, their district manager might release them, but they cant guarantee that...and that I should keep pressing the other joint owner of the account to work with me. I don't want to drive 2 hours away, 7 months pregnant on a "maybe." Its so frustrating.
Is there a branch of law that helps with this? Would it be Elder law? Disability? Ty.
