Could This Be Argued As Anything But Conflict Of Interest?

Location: Pennsylvania/New York
I need help with these few questions, so my partners sons father, filed an emergency restraining order against my partner & I, we live 9 hours away and also he has the child in his care at the moment, he filed it after already having the child in his care for two weeks. Us being blind sided by this, my partner called every family matter lawyers in the jurisdiction that court was filed in, we only have 3 business days before the actual court case, we wanted swift representation, but every family lawyer in that county all claimed conflict of interest, because the father called at some point recently or in the past, is that illegal to sabotage us finding a lawyer? And also he called the pediatrician in our state to claim he had full custody and to transfer the files to his state, back in July before any of this without her knowledge, until she tried to get records for the case, which because he did that she couldn’t access the child’s medical records but petitioned to get them, but we like I said only had 3 business days to prepare, is that also illegal for him to do, knowing the custody was 50/50 at the time he made the report to the pediatrician claiming he had full custody?
