Constructive Eviction Over Pest Infestation. How Should I Go About Everything?

I currently reside in Location: Portland,Oregon. This month in the past two weeks i have been finding bed bugs around my living room and some around my bed. I have been cleaning everything i own, vacuuming and steaming and spraying everything down. I can’t figure out where they have came from, I assumed they hitchhiked onto me from public transportation. I tried asking my landlord if there has been a infestation in any unit and or if possible they can go to unit to unit. He told me that cannot share resident info to other residents. I asked him if he was going to check other units and to his defense he told me he knew what he was doing and that this wasn’t his first rodeo. I haven’t seen anyone have inspection slips in the hallway. I finally got a inspection today and was told i need to wash all my belongings and seal them. When going to the laundry room, i noticed a pile of someone’s clothes ontop of the washing machine infested with bed bugs. Finding that really grossed me out. I haven’t had a pest inspection in months, and a huge infestation in common areas in the building have never been addressed. The laundry room is now inhabitable and it will set my extermination back if i cannot wash my items properly. Is this a reason to break my lease? should i get my unit exterminated and then leave? i have multiple sources of evidence of my findings and just reported a voicemail to the city of portland bureau. I have written a note saying i want to break my lease if there’s no resolution in the next 2-7 days. I have not given my landlord the note and have yet to speak with a attorney on my behalf. Is it oregon law for a landlord to inspect surrounding units and is finding bed bugs in the laundry room proof of landlord and neighboring tenants negligence?

i also was told i need to throw away furniture because of the infestation. Should i sue for damages now that i have evidence that the infestation has been found in the laundry room/ another unit?

should i withhold rent or leave immediately? sorry for so many questions, i am a young adult 20 yrs old and need as much information as i can get. :)
