Attempting To Re-title Decedent's Car Without Making Contact With Other Title Owner

Hi all, I am the Personal Representative and sole heir of a decedent (parent). I have inherited a number of assets, including a car, which I hope to sell. In finding the original vehicle title, I see that it was made out to both my parent and their ex spouse (non-parent) at the time of sale. The two of them went through a pretty ugly divorce a number of years ago, and the separation agreement lists the vehicle as my parent's sole and separate property, free of any claim by their ex. It also states that upon death of one party, interest in real or personal property is waived.

The ex was supposed to fill out a vehicle power of attorney form, which never happened, and I am trying to figure out what avenues I have of pursuing the title in my name and eventually the sale of the vehicle without that POA. I do not feel comfortable reaching out to the ex because they have displayed erratic behavior in the past and generally have enjoyed making things difficult for my parent. We had gone no-contact since the separation.

I have Letters Testamentary, Will, a Death Certificate, the Separation Agreement, Divorce Decree, and Title of the vehicle in my possession. Is there a path forward to securing the title in my name for sale without the POA or will I have to bite the bullet and reach out to the ex? Any advice is appreciated, as I am really struggling with the idea of making any sort of contact with this person.
