Construction Site Absolutely Wrecked My Garden While I Was Out Of Town Need Advice

Just got back from visiting my parents and holy shit, the construction crew next door used my garden as their personal dumping ground. There are concrete chunks in my flower beds, a golf cart sized hole in my fence, and my tomato plants that were THRIVING are now just gone. There's literally a wheelbarrow tire track straight through my herb garden. RIP to my basil that I spent three months babying from seedlings
I finally got through to someone at the construction office and they're like oh yeah we can compensate you for that but then got super vague when I asked what that actually means? Like are we talking $50 Home Depot gift card or actual replacement costs? Because my destroyed plants and broken sprinkler timer aren't exactly cheap to replace.
Kinda feels like they're hoping I'll just accept whatever lowball they throw at me and call it even. Also just found someone's sandwich wrapper buried under my destroyed marigolds because apparently wrecking my garden wasn't enough, they had to litter too.

Should I be documenting everything with receipts and photos first, or is their offer legit? I'm looking for advice on how to handle this without getting completely screwed over.
