Child Received Nursemaid's Elbow At Daycare. Teacher's Story Isn't Adding Up.

Location: Memphis, Tn
This past Monday, my 18 month old's teacher said my child fell back on her chair. We got her back home and noticed she wasn't using her left arm like she normally does. The following morning the teacher revised her story to say she fell on her left side. My child still wasn't using her arm at all, so we took her to her PCP and she was diagnosed with Nursemaid's elbow. We ended up having to go to another clinic to get it x-rayed as her PCP's efforts couldn't get it to stay and my child ended up having to get a cast put on her for the next 2 weeks.
Over the following two days, the daycare director submitted a report to DHS and tonight had a meeting with her supervisors to review the footage. I'm a little worried as the director said she'd get back with us after the meeting and that hasn't happened. I'm also suspicious as the teacher's story is that my child fell, but most Nursemaid's elbows are a result of pulling on the arm which causes the elbow dislocation.
IF the director changes tact and goes no contact and/or the video shows that my child's arm was actually pulled, how should I proceed? I'm trying to keep my mind off of the possibilities of what could have happened, but the more time passes, the more fishy things seem.
